NHS Wales Shared Services Partnership (NWSSP), hosted by Velindre University NHS Trust, is seeking expressions of interest from suitable suppliers to provide a highly specialist Welsh Bone Marrow Donor Registry registry software package.

The Welsh Bone Marrow Donor Registry (WBMDR), hosted by the Welsh Blood Service (WBS), supports stem cell transplantation programmes in the UK and globally. This includes the importing of donor cellular products for transplantation into Welsh patients and the procuring of cellular products from Welsh donors, for use by local and UK patients or exported internationally for global patients. The activity of the WBMDR is highly regulated which requires comprehensive quality governance to ensure donor safety and viability of imported or collected cells. To facilitate the import and collection of cellular products the WBMDR currently uses a highly specialised bespoke, in-house developed, software package which was written in line with regulatory and standards requirements of the Human Tissue Authority (HTA) and the World Marrow Donor Association (WMDA). Due to the age of the current software and to support the significant changes in the global environment for tissue and cells procurement, export and import the WBMDR is actively looking to replace the current software with a new system that can encompass and support all WBMDR processes via an industry standard digital platform. The replacement software should be aligned with the current regulatory requirements of the HTA and the European Tissue and Cells Directive (EUTCD), should be capable of supporting international communication through the European Marrow Donor Information System (EMDIS) and be able to support future integration into the World Marrow Donor Association (WMDA) 'Search Match & Connect' system. The software will also be required to support bi-directional interfaces with local WBS Blood Establishment Computer Systems (BECS) and Laboratory Information Management Systems (LIMS), to ensure that all patient and donor information is available in the software to support WBMDR import, collection and export processes. The software must be capable of allowing digital record taking, retrieval and display of all WBMDR events from donor search and selection, donor genetic typing verification, donor medical examination and donor consent taking through to collection and export of cellular products. The software must align with the HTA regulatory requirements in the separation of import and export activities. The software must be capable of compiling and returning statistical values based on standard database queries, these will be themselves based on the HTA and WMDA key performance indicator requirements. The software should be capable of acting as a customer relationship management application. To enable trackable contact with prospective donors at various touch points throughout the donor journey from recruitment to stem cell collection and follow-up. This system should provide statistics to enable trending of all interactions with donors. NHS Wales has a 'cloud first' policy. A public cloud-hosted service is therefore the preference; however, it is recognised that some suppliers may not yet provide the required services over the cloud - in such cases, consideration will be given to an on-premises solution. NWSSP invite expressions of interest from suitably qualified suppliers to enter into pre-tender engagement to discuss requirements in order to aid in the development of a specification of requirements. It is envisaged that pre-tender engagement will be held potentially via MS Teams in January 2023.
