Notice Description
The Special Explosive Ordnance Disposal and Search, Exploitation & Countermeasures (SEEC) Delivery Team, as part of the UK Ministry of Defence ("MOD"), has awarded a contract to Kirintec Limited for the In-Service Support and procurement of a lightweight x-ray capability. This contract will run for 5 years plus 2 option years at a value of PS331,415.95 This value is inclusive of an initial procurement of 3 systems with the option to purchase 1 additional system per year over the duration of the contract. The Contract also includes provision of in-service support. This support is inclusive of return and repair of the systems within the fleet.

This contract will run for 5 years plus 2 option years at a value of PS633,474.64. This value is inclusive of an initial procurement of 3 systems with the option to purchase 1 additional system per year over the duration of the contract. The Contract also includes provision of in-service support. This support is inclusive of return and repair of the systems within the fleet.

Procurement Information
In accordance with regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this procurement falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of this contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 16(1)(a) (ii) of the Defence and Security Public Contracts Regulations 2011, technical reasons. The lightweight x-ray system has been in-service with the UK Armed Forces since 2016. The Contractor - Kirintec Limited, is the sole UK distributor of the lightweight x-ray system, inclusive of parts and spares. The lightweight x-ray system, inclusive of parts and spares, is not available from any other contractor in the UK. As sole UK distributor for lightweight x-ray, the contractor has specific technical knowledge and know-how on the operation and maintenance of the system to enable support to the equipment. Contracting with a third party to support the lightweight x-ray system would introduce an unacceptable technical and safety risk due to them not having access to the required system-specific technical knowledge, information, and parts. Procuring alternative equipment for the UK Armed Forces to operate in parallel with lightweight x-ray would result in an unacceptable interoperability risk. The UK Armed Forces are trained in the operation of lightweight x-ray and operating two systems into service would introduce an additional training requirement and would result in an unacceptable risk to safety.
