Summary of the contracting process

The Department for Infrastructure’s Transport and Road Asset Management team procured a term contract for small-scale and responsive civil engineering and highway works across Northern Ireland. The scope covers temporary traffic management on public roads and private street works; repairs, patching and reinstatement of carriageways, footways and cycleways; traffic calming and other network improvements; traffic-signal-related civil works; construction and surfacing; drainage and kerbline work; earthworks, verge reconstruction, slope-stability work and fencing. Work is divided across Newry, Mourne and Down; Mid and East Antrim; Armagh, Banbridge and Craigavon; Causeway Coast and Glens; Belfast; Mid Ulster; Antrim and Newtownabbey; Omagh; Derry and Strabane; Fermanagh; Ards and North Down; and Lisburn and Castlereagh. Repairs and reinstatement are typically up to 100 square metres.

The open procedure is complete and contracts were signed on 19 September 2023. The original awards cover 12 areas: Peter Fitzpatrick Ltd won Newry, Mourne and Down and Armagh, Banbridge and Craigavon; FP McCann Ltd won Mid and East Antrim and Mid Ulster; Patrick Keenan won Causeway Coast and Glens, Omagh and Derry and Strabane; Whitemountain Quarries trading as Breedon won Belfast; I.C.B. Emulsions trading as Colas NI won Antrim and Newtownabbey, Ards and North Down, and Lisburn and Castlereagh; Fox Building Engineering won Fermanagh. Contract values range from £16.5 million to £28 million, with most periods lasting 720 days. Mid Ulster and Lisburn and Castlereagh were subsequently modified to 1,800 days, with values of £29,180,600 and £22,032,080. Evaluation was 80% cost and 20% quality. The final tender deadline was 8 March 2023.

This procurement demonstrates sustained demand for contractors able to deliver responsive highway maintenance and small civil engineering schemes across Northern Ireland, including traffic management, surfacing, drainage, kerbing, earthworks, fencing and repairs on live road networks. The successful supplier profile ranges from SMEs to large infrastructure and road-construction businesses, so firms with established local delivery capacity may be well placed when comparable requirements return. Credibility would require competent site and project management, reliable mobilisation for urgent defects, suitable plant and labour, highway and traffic-management expertise, and the ability to coordinate work across a defined geographical area. The competition attracted between three and eight bids per area, including SME bidders. Cost was weighted substantially more heavily than quality, while supplier performance was subject to escalating warnings and potential exclusion for persistent poor performance.
