Summary of the contracting process

YPO, acting as a central purchasing organisation for public sector bodies and its associated companies, procured laundry and specialist personal protective equipment services through a dynamic purchasing system. The requirement covered three service areas: collection, specialist cleaning, maintenance and return of structural firefighters’ PPE; collection, laundering and return of contaminated items; and collection, laundering and return of general laundry items. Lot 2 was awarded to MSA Safety trading as Bristol Uniforms, Hunter Apparel Solutions, Sasse Facilities Management, ACS Clothing and Evenoak Services. Lot 3 was awarded to ELIS UK, Hunter Apparel Solutions, Sasse Facilities Management, ACS Clothing, Evenoak Services, Eden Enterprise trading as Green Group and Fishers Services. Evaluation weighted quality at 40%, delivery and customer service at 20%, social value and sustainability at 10%, and price at 30%.

YPO are looking for Providers to be appointed onto a Dynamic Purchasing System (DPS) for the provision of Laundry Services and Specialist PPE Maintenance including Decontamination. The DPS is designed to meet the needs of all public sector organisations which includes YPO's internal requirements and any of YPO's wholly owned associated or subsidiary companies.

Lot Information

PPE Laundry (Specialist Laundry & Maintenance of Structural Fire Fighters PPE Ensemble)

Lot 1 is for PPE Laundry which includes collection, specialist laundry and maintenance of structural fire fighters PPE ensemble and return to the customer.

Options: The DPS will cover the period from 1st September 2023 to 31st August 2025 with two options to extend for an additional 2 years. The first decision to extend the contract period will be taken by the end of May 2025 and will be dependent on satisfactory completion of all aspects of the contract to date, the current market conditions for this category and YPO's contracting structures. The maximum contract period will therefore be 6 years, from 1st September 2023 to 31st August 2029 (subject to an annual review, incorporating price negotiations and KPI performance).

Renewal: There is a possibility that this framework will be subject to renewal after 5.5 years from the commencement date.

Contaminated Laundry

Lot 2 is for the collection, laundry of contaminated items and return to the customer.
