Summary of the contracting process

The Defence Science and Technology Laboratory (Dstl) has awarded a contract to Axiom Holographics for the supply of a hologram table valued at $157,500. The procurement process was conducted using a limited procurement method with no prior publication of a call for competition. The contract falls under the goods category, specifically for office and computing machinery. The hologram table purchase aims to support the Dstl Maritime research programme by visualising ship information using 3D technology. The award was made in February 2023, and the contract duration is set for 14 months.

This tender for the hologram table presents an opportunity for businesses in the office and computing machinery industry, particularly those specialising in 3D technology solutions. Companies capable of providing advanced holographic display products suitable for multiple user interactions would be well-suited to compete. The procurement stage, which has reached the award phase, highlights the potential for innovation and collaboration in supplying cutting-edge solutions to support research initiatives like the Dstl Maritime programme. Businesses with expertise in developing sophisticated visualisation technologies could find this tender as a strategic growth opportunity.

Notice Description

Dstl award a contract to Axiom holographics for $157,500 for the supply of a hologram table.

Lot Information

Lot 1

Defence Science and Technology Laboratory (Dstl) part of the UK Ministry of Defence awarded a supply contract with a value of $157,500 USD (excluding VAT) for a duration of 14 months to Axiom Holographics for the purchase of a Hologram Table for the Dstl Maritime research programme to demonstrate the visualisation of ship information using 3D technology.

Options: Option for the supply of a second hologram table

Procurement Information

The Authority's view is that the single source procurement of this non-competitive supply contract in accordance with the Public Contracts Regulations 2015 falls within the circumstances set out under regulation 32(2)(b)(ii) because the competition is absent for technical reasons ground for the reasons explained below. Dstl's maritime research programme requires a means to demonstrate the visualisation of ship information using 3D technology. Ships generate information on their surrounding through their sensors and this must be transferred into a form that the operators can understand to allow them to conduct their mission. Previous work shows that presenting this data in 3 dimensions helps the operators understand the complex environment that they are operating. The use of Virtual Reality has limitations because of the ability to interact with other users looking at the information and the use of the holographic is the next stage of the research to solve the current limitation. It is essential that the hologram table allows multiple users to simultaneously use the table with multiple different perspectives for different users. The Authority has conducted a market survey of such technologies, and has determined that only Axiom Holographics has a mature product capable of displaying such information. The market research identified two other companies that produce 3D products, however neither company products had the ability for multiple users to simultaneously use the table with multiple different perspectives for different users. Only a COTS item can be used for this requirement due to the budget and timescales. Developing a new product or modifying a current product would take more time and money than purchasing a COTS item.
