Summary of the contracting process

West Lothian Council is initiating a tender process for the Early Learning & Childcare services. The procurement aims to establish a flexible framework for early learning and childcare to supplement the council's own in-house service provision. The tender involves passing a qualification stage where providers must meet National Standards criteria and accept the Council's specified hourly rate. The contracting authority, West Lothian Council, is based in Livingston, United Kingdom. The procurement stage is currently active, with key dates including the tender period ending on 17th March 2023.

Businesses in the pre-school education services industry and those offering early learning and childcare services are well-suited to compete in this open procurement process. The submission method is electronic, and the contract is subject to the Light Touch Regime, allowing for annual re-openings if required. Community benefits are a key aspect of the contract, with proposals forming part of the award criteria and becoming contractual obligations.
