Notice Title
Delivery of the +2MWp Little Hulton Solar Park EPC & O&M
Notice Description
Salford City Council is to install a 2MW Solar Farm in order to increase local renewable energy generation and increase the flexibility of local energy supply as part of its contribution towards Greater Manchester's target of becoming a carbon-neutral city region by 2038. The project is part of the "Unlocking Clean Energy in Greater Manchester (UCEGM)" which is led by the Energy Systems Catapult, with the consortium also including Stockport, Wigan, Rochdale and Manchester Councils. The project is part funded by the European Regional Development Fund (ERDF), ERDF is the funding of last resort used to bring forward schemes that would otherwise not be deliverable.
Lot Information
Lot 1
Salford City Council completed a further competition under The Heat Networks and Electricity Generation Assets (HELGA) Dynamic Purchasing System which has over 200 suppliers for all services in relation to the electrical generation assets. Therefore, premarket engagement was undertaken to specify the exact service required which narrowed the number of companies to just over 100 and then a capability assessment was sent to these companies to ask if they were suitable and if they intended to bid for the opportunity. Following this process 5 tenderers responded. The competition for the contract to deliver the solar farm in Little Hulton was released through the Chest to the 5 companies who expressed an interest on Friday 28th October 2022 and closed on 9th December 2023. Site visits were held week of 7th November with 3 contractors attending. Following the closure of the tender period, 3 bids were received for this competition.
Procurement Information
Tis a further competition under Crown Commercial Service - The Heat Networks and Electricity Generation Assets (HELGA) Dynamic Purchasing System. This purchasing system was advertised in OJEU but it is not deemed necessary to advertise in OJEU for the further competition although we have awarded in OJEU.
