Notice Description

On behalf of the Welsh Ministers Cafcass Cymru are seeking to appoint a range of providers to deliver the Working Together for Children Programme (WT4C) across the whole of Wales. The purpose of this contract is to improve a family's ability to seek resolution and prepare them to achieve safe, beneficial, and sustainable communication and arrangements for their child(ren). The aims of the WT4C programme reflect and support the strategic aims of Cafcass Cymru, namely, to ensure that our intervention promotes the voice of the child and is centred on their rights, welfare and best interests and one of our underpinning principles that "where safe, children and young people are best brought up by their own family and within their own community". The objective of this contract is to enable a service that can be delivered primarily remotely and where required, on an ad hoc basis, face to face as determined by individual participants' needs. To achieve this, we will appoint up to 3 providers to enable coverage across all local authorities within Wales in a timely manner. It is anticipated that the 3 highest scoring suppliers will be appointed, subject to the award process outlined in the ITT. Where in exceptional circumstances face to face attendance is required, as determined by the Cafcass Cymru practitioner, Cafcass Cymru will determine which of the 3 providers will be best able to deliver depending upon the service user's location. Cafcass Cymru may offer additional financial support to the supplier if the service user's location is not within a reasonable distance of one of the contracted providers office centres. All remote referrals will be allocated on a rotational and equal basis to all appointed suppliers.
