Summary of the contracting process

Yorkshire Purchasing Organisation (YPO) established a national framework for apprenticeship standards and associated training services, for its own requirements and those of other public sector organisations. The requirement covers delivery of approved apprenticeship standards organised into occupational routes, with providers able to choose the standards and regions they can deliver. The framework was structured around 11 regions and 15 routes at launch, with new routes and standards added as they are approved. Delivery is across the United Kingdom. The arrangement is intended to support public sector apprenticeship provision and may include collaborative partners as the framework develops. This is an education and training services opportunity, covering apprenticeship training providers, colleges, universities and specialist training organisations able to deliver relevant standards in specified areas.

The procurement is complete and has been awarded through an open procedure for a framework agreement. Multiple providers were appointed to the single lot, with awards and active contracts added in successive rounds. The framework runs from 1 August 2023 to 31 July 2027. Contracts were signed from 14 July 2023 through 15 April 2026, with later appointments continuing during the framework period. Each listed contract has a value of £10,000,000,000; these are separate contract values and must not be added together. Evaluation weighted quality at 50%, price at 40% and social value at 10%. Suppliers had to meet the mandatory and discretionary exclusion requirements under Regulation 57 of the Public Contracts Regulations 2015. The framework is covered by the Government Procurement Agreement.

This procurement demonstrates sustained public sector demand for apprenticeship training across a wide range of occupational routes and regions. Relevant competitors are apprenticeship training providers, further education colleges, universities and specialist organisations with the capacity to deliver approved standards, maintain suitable teaching and assessment provision, and support learners across their selected geographic areas. Credibility depends on being able to deliver specific apprenticeship standards rather than offering only general training, while keeping provision aligned with Skills England requirements as routes and standards change. The appointed supplier base includes both small and medium-sized training businesses and large colleges, universities and education groups, showing that the model accommodates different organisational scales. Providers should also be able to meet public procurement exclusion requirements and demonstrate quality and social value alongside price.

The Framework is designed to meet the needs of all public sector organisations which includes YPO's internal requirements. YPO may seek to introduce collaborative partners to this Framework throughout its duration to support growth.

Lot 1

The routes are as prescribed by 'Skills England'. These were defined using labour market information regarding the size and nature of occupations grouped to reflect shared requirements for occupationally related skills and knowledge. The routes are listed on the left hand side of the Skills England website: https://skillsengland.education.gov.uk/apprenticeships/ YPO will list all routes, along with standards which are approved for delivery, and providers will have the ability to select which standards region they are able to deliver in when bidding for the framework. The routes will be as listed by the Skills England guidance. The framework will replicate the structure that is provided by Skills England. If the structure is amended by the institute then the framework structure will be amended to run in-line on the next quarter update. Please be advised that Skills England has the ability to change the title of routes and move standards into alternative routes based on feedback from contracting authorities, YPO reserve the right to follow the same process based on Skills England's direction. Any new routes will be added onto the framework on a quarterly basis with the subsequent standards aligned under them. On a quarterly basis YPO will add on new developed standards as they appear on the above website, the number of standards will continue to grow and will be updated in the documents. Providers will be able to bid for all live standards that have been listed from the beginning of the framework and all new standards that are added by Skills England throughout the duration of the framework. The standards are each listed on the Skills England website and can be found at: https://skillsengland.education.gov.uk/apprenticeships/ At the point of the framework being published there will be: - 11 regions - 15 routes

Options: The Framework Agreement will cover the period from 1st August 2023 to 31st July 2026, with the option to extend for up to an additional 12 months (subject to an annual review and KPI performance). A decision to extend the framework beyond this initial term will be taken by April 2026 and will be dependent on satisfactory completion of all aspects of the contract to date, the current market conditions for this category and YPO's contracting structures. The maximum contract period will therefore be four years, from 1st August 2023 to 31st July 2027.

Renewal: There is a possibility that this framework will be renewed after 3.5 years from the commencement date.
