Summary of the contracting process

The Social Research and Analysis Framework project commissioned by the Scottish Government is a comprehensive procurement initiative focused on delivering critical services across its core departments. This initiative involves a multi-lot, multi-supplier framework agreement covering Consultation Analysis, Evaluations, and Social Research. It employs an open procurement method, following the Common Procurement Vocabulary classification of "Research services." The project's procurement phase is complete, with contracts actively awarded on 11th April 2025. Based in Edinburgh, with a contact point at Victoria Quay, the framework involves delivery across the UKM region and follows a structured open procedure allowing varied business expertise to integrate into public service improvements.

This procurement framework offers vast opportunities for businesses, particularly small and medium-sized enterprises (SMEs) and those in the third sector, to engage in public contracts under flexible lots designed to suit diverse expertise. Companies skilled in research, evaluation, analysis, and supporting public sector strategies stand to benefit from the framework. Participation can lead to business growth through involvement in significant policy planning and analysis initiatives, while also contributing to community benefits such as employment support and educational initiatives, ensuring both economic and social impact. This setup is ideal for businesses seeking long-term association and impact in government services and policy development.
