                    "rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: Solihull Metropolitan Borough Council have recently conducted a further competition under the YPO Insurance Placement Dynamic Purchasing System (DPS) 978. Contract to commence on 1st April 2023 for 3 years with the option to extend further until March 2030. During the tender evaluation process, the need for further clarifications on the proposed policy covers with the tender participants has been identified. The Council have been unable to meet the required timescales to award the new contract in time before 1st April 2023. In order to ensure transparency and fairness in the contract award and achieve the right procurement outcome, the Authority must defer the current procurement exercise to allow additional time to undertake further reviews and clarifications."
