Notice Description
Network Rail is seeking to put a framework agreement in place for the supply of Isolation and Associated Services to: Lot 1: Eastern Region Lot 2: North West and Central Region Lot 3: Wales and Western Region The framework will be available for any Network Rail (NR) national function to use. This sourcing activity will provide Network Rail with a comprehensive call-off isolation and construction services for 25kV AC, 750V DC, and 1500V DC Overhead Line (OLE) and 3rd and 4th rail DC conductor rail equipment (CRE) systems within the Service Areas covered by the regions listed above. The framework agreement will be awarded to up to: Lot 1: Eastern Region (12 suppliers) Lot 2: North West and Central Region (9 suppliers) Lot 3: Wales and Western Region (6 suppliers) Suppliers may be awarded a place on the framework for more than one Lot. Call-off orders under the framework will be placed via the Electronic Purchase Orders System and could comprise of professional services, technical solutions, labour, and tools and equipment to deliver planning, design, delivery, hand back and maintenance in relation to isolation and construction services as outlined in the applicable standards in the tender documentation. Lot 1
The Infrastructure Team, which forms part of Network Rail Route Services is considering the potential requirement for Isolation & Associated Services on behalf of the Network Rail Regions. The framework length shall not exceed 7 years, and is anticipated to commence in June 2024. The value of this framework is estimated to be between PS181m - PS340m. If interested, Suppliers may respond to this PIN by contacting the employee listed within. Please note: this PIN is for information only (market research) and is not a pre-qualification exercise. In addition, please note that as a framework agreement, there is no guarantee of business. Isolation & Associated Services - Eastern RegionThe services could comprise of professional services, technical solutions, labour, and tools and equipment to deliver planning, design, delivery, hand back and maintenance in relation to isolation and construction services as outlined in the applicable standards. The framework suppliers shall undertake activities including, but not limited to, the following: a. Plan and implement an electrical safe system of work (isolation) taking account of the task(s), task delivery method(s), OLE/CRE infrastructure, the presence of residual electrical hazards and the required control measures, b. Review isolation diagrams and instructions, c. Plan and carry out pre-isolation walkouts as required by the relevant standards, d. Attendance, by competent persons, at interface meetings including Network Rail Possession meetings, isolation interface meetings and 'white board' reviews as required by The Service Manager, e. Liaison with third party isolation planners including Network Rail and its Principal Contractors, f. Liaison with, and co-ordination of, Network Rail and other isolation service providers where the Consultant is identified as the 'lead' isolation provider - this includes the management and submission of all paperwork required to implement the electrical safe system of work, g. Plan, complete and submit Isolation Details Forms (IDF) in accordance with the Service Area's published timescales, h. Identify earthing/shorting requirements, in accordance with the relevant standards, to provide safe working arrangements matched to the proposed task and task delivery activities and methodologies, i. Identify and facilitate the management of traction power electrical hazards, in addition to OLE/CRE, affecting work activities (e.g. traction return bonding; red bonds; nearby distribution feeders or equipment; outside parties' HV electrical supplies crossing the railway, etc.), j. Identify and record all residual electrical hazards that will remain on site after isolation and earthing/shorting has been completed, and provide control measures e.g., RoLE equipment devices, as required by standards, k. Where required, plan and undertake briefing of site personnel as required, permit work activities near OLE and CRE, and manage permit to work documentation until cancellation, l. Where required, produce Work Package Plans (WPP), m. Resource all isolation staffing requirements by provision of sufficient competent resources to meet the Service Area's / Service Manager's target timescales for implementation / removal of an isolation, n. Provide all requisite Road Rail Vehicles (RRVs) to expedite isolation delivery, o. Produce walk-out packs as defined by the client, p. Provide approved isolation equipment to enable the safe isolation of OLE / CRE and be fully compliant with Network Rail's Life Saving Rules, q. Provide and check all task-specific equipment is fit for use and, where required, fully calibrated and registered, r. Produce methodologies and task briefings, s. Carry out the requisite Safe System of Work Pack planning in accordance with the relevant standards, t. Carry out electrical risk assessments, u. Maintain isolation diagrams and instructions up to date, v. "description": "The services could comprise of professional services, technical solutions, labour, and tools and equipment to deliver planning, design, delivery, hand back and maintenance in relation to isolation and construction services as outlined in the applicable standards. The framework suppliers shall undertake activities including, but not limited to, the following: a. Plan and implement an electrical safe system of work (isolation) taking account of the task(s), task delivery method(s), OLE/CRE infrastructure, the presence of residual electrical hazards and the required control measures, b. Review isolation diagrams and instructions, c. Plan and carry out pre-isolation walkouts as required by the relevant standards, d. Attendance, by competent persons, at interface meetings including Network Rail Possession meetings, isolation interface meetings and 'white board' reviews as required by The Service Manager, e. Liaison with third party isolation planners including Network Rail and its Principal Contractors, f. Liaison with, and co-ordination of, Network Rail and other isolation service providers where the Consultant is identified as the 'lead' isolation provider - this includes the management and submission of all paperwork required to implement the electrical safe system of work, g. Plan, complete and submit Isolation Details Forms (IDF) in accordance with the Service Area's published timescales, h. Identify earthing/shorting requirements, in accordance with the relevant standards, to provide safe working arrangements matched to the proposed task and task delivery activities and methodologies, i. Identify and facilitate the management of traction power electrical hazards, in addition to OLE/CRE, affecting work activities (e.g. traction return bonding; red bonds; nearby distribution feeders or equipment; outside parties' HV electrical supplies crossing the railway, etc.), j. Identify and record all residual electrical hazards that will remain on site after isolation and earthing/shorting has been completed, and provide control measures e.g., RoLE equipment devices, as required by standards, k. Where required, plan and undertake briefing of site personnel as required, permit work activities near OLE and CRE, and manage permit to work documentation until cancellation, l. Where required, produce Work Package Plans (WPP), m. Resource all isolation staffing requirements by provision of sufficient competent resources to meet the Service Area's / Service Manager's target timescales for implementation / removal of an isolation, n. Provide all requisite Road Rail Vehicles (RRVs) to expedite isolation delivery, o. Produce walk-out packs as defined by the client, p. Provide approved isolation equipment to enable the safe isolation of OLE / CRE and be fully compliant with Network Rail's Life Saving Rules, q. Provide and check all task-specific equipment is fit for use and, where required, fully calibrated and registered, r. Produce methodologies and task briefings, s. Carry out the requisite Safe System of Work Pack planning in accordance with the relevant standards, t. Carry out electrical risk assessments, u. Maintain isolation diagrams and instructions up to date, v. Compliance with the provision of periodic (four weekly) Key Performance Indicator data and other data to support the monitoring of leading and lagging performance indicators linked to Network Rail's Electrical Safety Strategy, w. Provide on-site messing facilities where agreed with the Service Manager, x. Provide suitable and sufficient transport, y. Liaise with the Network Rail Electrical Control Room, z. Design, Planning and Installation of Permanent Earth Sections, aa. Where required, plan and implement Return Conductor (RC) Isolations, bb. Temporary Works Bonding, cc. Heights and Staggers Survey, dd. Condition Survey, ee. Structure Bonding Works. The above list is subject to change, e.g. legislation or NR standards or systems changes.
