Regulation 32(2)(b)(ii) of the Public Contract Regulations 2015 - Negotiated Procedure without prior publication of a Contract Notice - Award of a contract directly to Imperial Civil Enforcement Systems Ltd for the provision of a new Parking and Civil Enforcement System for the period 1st July 2023 to 30th June 2027 with an option to extend for 1 year, on the grounds that the services provided by Imperial Civil Enforcement Systems Ltd are proprietary, and as such only Imperial Civil Enforcement Systems Ltd are able to provide these services through specialist software that cannot be provided in house, and it is essential for both the issue and administration of parking penalties and permits.
