                    "rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: This requirement has become necessary as part of the family hubs initiative within Norfolk aimed at improving outcomes for children and their families. This modification is being made under Reg 72 (1) (b). The requirement is very closely aligned to the existing Early Childhood and Family Service and therefore to introduce another provider would result in extra cost. The infrastructure is already in place with the current provider and to introduce another provider would result in duplication especially as mobilisation will be short. Another provider would also result in a fragmented offer to families and run the risk of reducing required outcomes."
