Summary of the contracting process

Supply Chain Coordination Limited, through NHS Supply Chain, procured safety finger lancets for use in blood collection across healthcare services in the UK. The requirement covers single-use lancets in 21G, 23G and 28G sizes, supplied through Lot 2 of the Blood Draw Tools and Accessories framework. The purpose was to run further competition and select suppliers for the stocked route of supply, serving NHS and other eligible healthcare purchasers. Estimated 24-month usage comprised 14,280,000 21G, 19,755,000 23G and 52,640,000 28G lancets for a 75% volume share, plus 4,760,000, 6,585,000 and 17,545,000 respectively for a 25% volume share. The procurement is for medical consumables, specifically blood lancets and lancet systems.

The procurement has been completed and awarded through a selective restricted procedure and mini-competition under the existing framework. The requirement was evaluated on the basis of the most economically advantageous offer, with the framework criteria weighting price at 80%, social value at 10%, resilience at 4%, sales, service and quality at 4%, and sustainability at 2%. Two suppliers were selected: Balmung Medical Handel GmbH was awarded £1,291,960 and Owen Mumford Limited £477,210. Both contracts were signed on 15 June 2026. The call-off contracts are intended to run for 24 months from 16 June 2026, with the related framework description covering 24 June 2026 to 23 June 2028. The overall procurement estimate is £288,000,000, while the specific awarded values are stated separately above.

This opportunity demonstrates sustained NHS demand for high-volume safety finger lancets across three commonly used needle gauges. A credible future supplier would need to manufacture or distribute compliant lancets and lancet systems, support reliable UK-wide healthcare supply, and manage substantial recurring volumes across multiple product sizes. The requirement specifically expected suppliers to maintain eight weeks of stockholding in the UK, so domestic inventory, resilient logistics and dependable replenishment would be important. Experience supplying NHS or comparable healthcare organisations would help demonstrate product quality, service capability and operational resilience. Competitors would also need to present credible social value and sustainability commitments, alongside competitive pricing, because these factors formed part of the evaluation. The range of awarded framework suppliers shows that both specialist SMEs and larger medical businesses can participate.
