Summary of the contracting process

The City of Edinburgh Council has successfully awarded a contract for decriminalised parking and traffic enforcement services, a vital project aimed at managing parking and moving traffic regulations in Edinburgh. The primary focus is on service areas including on-street enforcement, car pound services, and more. This award, issued on 9th June 2025, has a projected value of £150 million by The City of Edinburgh Council, with potential costs rising to £400 million should collaborative partners participate. With the procurement conducted via an open procedure, Marston (Holdings) Limited is the awarded supplier. The procurements included a detailed submission process, ensuring economic operators met stringent quality and price criteria.

For businesses operating in the parking enforcement and traffic management sector, this contract presents significant growth opportunities, especially for those capable of delivering comprehensive service solutions across multiple geographical areas in Scotland. Large-scale service providers, particularly those with experience in managing decriminalised parking and traffic enforcement contracts, are well-positioned to benefit. With the requirement for quality assurance and financial robustness, businesses that align with these procurements' technical and economic demands will find this opportunity particularly attractive. Additionally, participating companies must fulfil selection criteria including relevant past experience, service delivery capabilities, and compliance with environmental and safety standards.
