Summary of the contracting process

National Services Scotland, acting through its procurement division, established a framework for medical imaging services across NHS Scotland, Scottish hospices, further education colleges, higher education institutions and APUC members. The requirement covers mobile, relocatable and static diagnostic imaging, including CT, MRI, angiography and catheterisation laboratories, X-ray, ultrasound, PET/CT, nuclear medicine, mammography and bone densitometry. Services may include equipment alone or equipment with staff. The work is delivered for NHS Scotland organisations and associated public-sector bodies across Scotland. The framework is intended to support diagnostic image capture and patient care, with a staffed service option and an unstaffed equipment-only option. It can be used by a wide group of Scottish health and education authorities rather than a single hospital or local buyer.

This completed open-procedure framework allowed suppliers to bid for up to two lots, with a maximum of 20 framework participants. Lot 1 covered staffed mobile and relocatable imaging; Lot 2 covered unstaffed equipment-only provision. Both lots were evaluated 40% on quality and 60% on cost, and each received 11 and 10 electronic bids respectively. The tender deadline was 10 November 2023, followed by evaluation and bid opening on 13 November 2023. Lot 1 has an active contract with 12 suppliers and a value of £35.6 million, signed on 17 January 2024, for 1,440 days. A further Lot 1 contract is valued at £30 million and was signed on 29 January 2024. Lot 2 has an active £30 million contract signed on 25 January 2019.

This procurement demonstrates substantial, recurring demand from Scottish NHS and related public bodies for mobile and relocatable diagnostic imaging. Credible suppliers need access to mobile or static equipment covering at least one required modality, and must be able to provide staffed clinical services where required or reliable unstaffed equipment where appropriate. Required capability includes maintaining 100% system uptime, meeting clinical specifications, supporting patient care, and burning images to DVD. Suppliers must operate to ISO 13485:2003, ISO 9001:2001 or an equivalent standard; follow relevant industry, radiation protection and safety guidance; and comply with cleaning, decontamination, IT security and patient-identifiable-information requirements. Strong operating procedures, suitably qualified staff, substantial insurance cover and evidence of comparable turnover would be needed to compete credibly when this requirement returns.

The service within this lot is to enable the capture of diagnostic images and the provision of patient care. The service provision within this lot is unstaffed.
