Summary of the contracting process

Wrexham County Borough Council procured base-build construction works for the refurbishment of the Grade II Listed Wrexham County Borough Museum and Archives in County Buildings, Regent Street, Wrexham. The Museum of Two Halves project is intended to create a new National Football Museum for Wales and refresh Wrexham Museum. The scope covers enabling and shell-and-core works, including building construction, at Wrexham Museum. The requirement is a works contract for a principal building contractor, involving refurbishment of an historic public building and associated construction trades. The successful contractor was SWG Construction (Build and Renovate) Ltd, an SME based in Welshpool. The works included specialist elements such as mechanical and electrical installations, stone repairs, steel windows, roofing, demolition, lift works, groundworks, masonry repairs, flooring, landscaping and internal finishes.

The procurement is complete and was awarded following an open procedure with a pre-qualification stage and invitation to tender. Four electronic bids were received, all from SMEs. The tender submission deadline was 15 November 2023 at 17:00, with evaluation and bid opening on 9 February 2024. The contract was signed on 6 August 2024, with works running from 20 May 2024 to 8 May 2027. The latest active contract was awarded to SWG Construction (Build & Renovate) Ltd at GBP 5,540,000 excluding VAT, following modifications for unforeseen additional works, variations and valuation adjustments. Practical Completion was reached on 8 May 2026, and the defects rectification period ends on 8 May 2027. Evaluation weighted technical and quality responses at 65% and price at 35%.

This procurement demonstrates demand from Wrexham County Borough Council for a main contractor able to deliver complex refurbishment and shell-and-core construction in a challenging historic building. A credible future competitor would need strong principal-contractor management, experience coordinating extensive specialist subcontract packages and the capacity to control variations, programme changes and technical constraints without changing contractor mid-project. Relevant capability spans mechanical and electrical services, structural and architectural repairs, roofing, windows, steelwork, demolition, lifts, groundworks, finishes, landscaping and building services. The awarded supplier used subcontracting across these disciplines, with the published subcontracting value representing 68% of the contract. Businesses with proven listed-building refurbishment experience, robust supply-chain management and the capacity to deliver public cultural or heritage projects would be well placed for comparable requirements from this buyer.

Lot 1

Appointment of a principle building contractor for the Base Build Construction Works (Shell & Core) for the refurbishment of the Grade II Listed Wrexham County Borough Museum & Archives building (County Buildings, Regent Street, Wrexham) as part of the Museum of Two Halves (MoTH) project. The Museum of Two Halves will incorporate a new National Football Museum for Wales (Amgueddfa Bel-droed Cymru) and refreshed Wrexham Museum (Amgueddfa Wrecsam). This procurement process had two stages. First there was a Pre-Qualification Questionnaire Stage (PQQ) (pqq_33477), following which a shortlist of the 6 highest scoring bidders were progressed to Invitation to Tender Stage (ITT) (itt_107461). The procurement process was hosted on the eTenderWales (Bravo Solutions) online e-sourcing portal (https://etenderwales.bravosolution.co.uk/). This contract modification is to notify an increase in the contract price to GBP 5,540,000.00 (all figures excluding VAT). This accounts for client instructed amends, variations, adjustments and valuation. Client scheme amends for additional works could not have been foreseen. Many amends arose during the works due to the challenging nature of the old historic building. Changing contractor in the middle of the works was unviable due to economic (switching would cause significant inconvenience and duplication of costs) and technical reasons (requirements to meet grant funder timescales). The changes do not alter the overall nature of the contract. The project reached Practical Completion 08/05/26. 12-month defects rectification period ends 08/05/2027.
