    "description": "he Framework Agreement has been designed for use by Local Authorities (served by YPO as a Central Purchasing Body defined by Section 2, and detailed in Regulation 37 of the Public Contract Regulations 2015). A Local Authority is any authority categorised as a county council, district council, unitary authority, metropolitan district or London Borough and a full list of councils can be found here: List of councils (publishing.service.gov.uk) This list may be updated throughout the duration of this Framework Agreement and any Local Authority included will be permitted to use this Framework Agreement. While the Framework Agreement has been designed for Local Authorities, YPO understands that Local Authorities may establish arms length bodies, such as children's services trusts and those bodies shall also be deemed permissible users of this Framework Agreement. Other Contracting Authorities (OCA) wishing to utilise the Framework Agreement may do so, in the knowledge that it has been established for Local Authorities. Please see the following link for details: https://www.ypo.co.uk/about/customers/permissible-users YPO will incorporate a standstill period at the point of notification of the award of the contract Page 10 to 10 is provided to all bidders. The standstill period will be for a minimum of 10 calendar days, and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).",
