Summary of the contracting process

Kirklees Council has established an electronic marketplace for supported accommodation for looked-after children and care leavers aged 16 and over. The service is intended to provide safe, homely placements that help young people develop independence as they prepare for adulthood. Providers may offer self-contained accommodation for sole use, shared or group accommodation reserved for looked-after children and care leavers, shared accommodation that also serves other groups, or supported lodgings in a provider’s own main residence. Shared settings provide each child with a bedroom and shared communal areas. Placements are for children in ‘other arrangements’ and care leavers in suitable accommodation, supporting the Council’s duties under the Children Acts. The service is delivered in Kirklees.

The procurement is complete and the electronic marketplace has been established through a restricted procedure under the Light Touch Regime. Kirklees Council selected multiple providers through further competitions; awards cover the self-contained category, the ring-fenced shared category and the shared category open to other groups. The recorded awardees include Apex Pathway, Dreamss, Independent Living Project, Inspire Homes LS8, Aleyah House, Northern Community Pathways, Yocare, HSS Homes, Restorative Social Care Services, Strive To Be Independent, Inicio Group, Cheery Blossom and Youth Hubz. The marketplace is planned to run from 1 April 2024 to 31 March 2034, with a stated estimated overall value of £30 million. The tender description estimates services at approximately £3 million per year. This is a multi-lot arrangement, with individual contract values recorded for further competitions; the source does not set out a single evaluation formula beyond allocation under the marketplace rules.

This is evidence of recurring demand from Kirklees for supported accommodation across self-contained units, shared homes and hosted lodgings, with repeated further competitions and awards to several providers. Suppliers best placed to compete will have Ofsted registration for supported accommodation and the operational ability to deliver placements in line with Ofsted requirements, regulations and good practice. Credible providers will demonstrate relevant delivery experience through a previous contract, financial resilience through positive net worth and trading accounts, and safeguarding capability for vulnerable children and adults. Required foundations include current Disclosure and Barring Service checks, a safeguarding policy, a compliant health and safety policy, and completion of the West Yorkshire Organisational Safeguarding Assessment. Providers also need the specified employers’ and public liability insurance and professional indemnity cover, or a commitment to obtain it. The range of accommodation models suits providers with suitable housing and support arrangements for young people developing independence.
