Summary of the contracting process

The Education Authority Northern Ireland (EANI) has awarded a contract for the provision of a Cycle to Work Scheme without prior publication of a call for competition. The award criteria included factors such as team experience, methodology, user experience, data processes, monitoring, and reporting requirements. Halfords Limited Cycle2work won the contract, which has an option to extend for a further 12-month period. The contract value was modified under Regulation 72 (1)(B) to increase from £600,000.00 to £900,000.00. This tender falls under the services category and is classified as Benefit services.

This tender by EANI offers opportunities for businesses involved in promoting healthier journeys to work and reducing environmental pollution. Companies with experience in offering cycle-related services, priority in user experience, data protection and GDPR compliance, and performance monitoring are well-suited to compete. The procurement method used was a limited award procedure without a prior call for competition, showing a preference for quality criteria over price considerations in the evaluation process. Businesses interested in sustainability initiatives and employee benefits should pay attention to this tender.
