Summary of the contracting process

Devon County Council has completed the tender process for the "CP2393-23 - Devon Domestic Abuse Integrated Support Service" under the Public Contracts Regulations 2015, specifically the light touch regime. The awarded contract, valued at £18,630,000 GBP, is designed to integrate various services for victims and survivors of domestic abuse, as well as those who perpetrate abuse and their families, within the region of UKK43 (Devon). The procurement process began in May 2024, with the contract officially awarded on 9th October 2024 to the Devon Domestic Abuse Alliance, led by North Devon Against Domestic Abuse (NDADA). The service covers multiple delivery elements including support in safe accommodation, community engagement, and trauma-responsive therapeutic support.

This tender presents significant opportunities for businesses in the social services and community action programme sectors. Businesses specializing in domestic abuse support, accommodation services, therapeutic interventions, and community engagement could find substantial growth potential in collaborating as subcontractors or partners within this integrated model. SMEs are particularly well-placed to contribute specialised services in a consortium or partnership format, thereby fostering sustainable economic development while delivering essential community support. The emphasis on trauma-informed, person-centred approaches ensures that businesses can innovate and expand their service offerings in alignment with best practice procurement principles.
