Notice Description

Leicester City Council ('the 'Authority') in addition to Leicester, Leicestershire and Rutland NHS Integrated Care Board invited Tenders for the provision of the Home Care Service, Leicester. Leicester City Council led the procurement on behalf of Leicester City Council and Leicester, Leicestershire and Rutland NHS Integrated Care Board (ICB). The purpose of the Home Care Service is to provide support to People in their own homes so that they can remain living at home for as long as possible. Home Care Service Providers will promote independence and support People to maintain their existing skills and/or acquire new skills to ensure the best quality of life possible. The Authority has awarded Framework Agreements for each Lot. The maximum number of providers to be awarded a Framework Agreement for each Lot is 30 for Lot 1 - 'General Home Care Support', and 5 for Lot 2 - 'High Dependency Home Care Support'. Tenderers should note that both Lots 1 and 2 services are commissioned for the Authority and the LLR ICB. A section 75 agreement drafted in accordance with the National Health Service Act 2006 provides the framework in which the Authority and the ICB (the Partners) will work together to commission integrated health and social care services to better meet the needs of the Service Users in the Authority's administrative area than if the Partners were operating independently. The Authority provides no guarantee or volume of any work to any successful provider.

Lot Information

General Home Care Support

The Authority has awarded Framework Agreements for each Lot. The maximum number of providers to be awarded a Framework Agreement for each Lot is 30 for Lot 1 and 5 for Lot 2. It is the Authority's preliminary view that TUPE may apply in respect of this Contract. The proposed Contract will be for an initial period of 5 years to commence on 1st April 2026, with an option to extend, subject to satisfactory performance outcomes and agreement by the Authority, for a further period or periods up to a total of 2 years, taking the contract term to a maximum of 7 years. The Invitation to Tender document and its appendices and all other documentation issued to Tenderers sets out the details of the Authority's requirements.

Options: The proposed Contract will be for an initial period of 5 years to commence on 1st April 2026, with an option to extend, subject to satisfactory performance outcomes and agreement by the Authority, for a further period or periods up to a total of 2 years, taking the contract term to a maximum of 7 years.

High Dependency Home Care Support
