Partnership for Neurodiversity in Schools Programme - PINS

This is a Voluntary Ex-Ante Transparency Notice (VEAT) and is intended to provide notice of the intention of the Contracting Authority, NHS Hertfordshire and West Essex Integrated Care Board (HWE ICB), to award a contract to HCRG Care Group (HCRG) to provide the Partnership for Neurodiversity in Schools Programme (PINS). The intended contract will be for 1-year, starting on 1st April 2024 and ending on 31st March 2025. The value of the contract is PS409,000 (excluding VAT). The scope of the services falls within the scope of the Public Contract Regulations 2015. Each ICB nationally has been requested to provide The PINS programme - Partnerships for Inclusion of Neurodiversity in Schools, the time scale for this has been very short and is a combined funding via the DfE and DoSC through NHSE to ICB. The PINS programme aims to address the diverse needs of neurodiverse children and families within schools by providing tailored support services. The programme focuses on facilitating self-assessment processes in schools, developing bespoke training plans, and fostering collaboration among key stakeholders to drive systemic change. The programme will pave the way for inclusive education environments that empower neurodiverse individuals to thrive.

Procurement Information
The award of the contract is urgent as the funding is predicated on the service starting on 1st April 2024. This was not foreseen by the ICB and means that the time limits required to conduct a procurement process in line with the Regulations cannot be complied with.
