The Welsh Government is seeking to contract for an evaluation of the Universal Primary Free School Meals (UPFSM) policy in Wales. The evaluation will consider the effectiveness of the implementation of the UPFSM policy and emerging impacts on children, their families, schools and other key stakeholder groups. The evaluation will be a key source of evidence and provide actionable evidence and insights to inform policy development.
Options: Provision of a Scoping study for a counterfactual impact evaluation which may then be subject to delivery within the contract period. Contract value stated in notice includes the estimated budget for this work, which will be released should the impact evaluation be required.
