Summary of the contracting process

The East Sussex Healthcare NHS Trust awarded a contract for "Strategic Bed Plan Services" to Moorhouse Consulting Limited. The procurement aimed to redesign public sector services, with a focus on demand and capacity modelling for acute and community bed bases. The procurement method used was a limited award procedure without prior publication of a call for competition. The Trust selected Moorhouse Consulting due to their expertise and track record in working with the Trust and their ability to provide economic modelling support for the New Hospital Programme business case. The contract was signed on January 31, 2024, marking the completion of the procurement process. The Trust's goal is to optimise public sector service delivery through expert consultancy services. This tender provides opportunities for businesses in the business and management consultancy services sector to engage in projects related to service redesign and economic modelling. Small to medium-sized consultancy firms, particularly those with experience in healthcare service delivery and modelling, are well-suited to compete for similar projects in the future.

Procurement Information

The Trust needs to work with an expert organisation that has the appropriate level of expertise and <br/>Moorhouse Consulting are the recommended supplier because they are on the SBS Consult 18: Multidisciplinary Consultancy Services with competitive rates. They are already working with the Sussex ICB and have completed the case for change for virtual wards (accelerating virtual ward development at scale across Sussex ICB) to inform the virtual ward project and are continuing to support the ICB programmes. Moorhouse have developed a model for virtual ward and HomeFirst for the Sussex system and the economic modelling will be similar. They also have access to national evidence which will be essential for this project.
