Liverpool City Council (the "Council") intends to launch a procurement, under the Public Contracts Regulations 2015, to appoint multiple suppliers to a multi-lot framework to deliver highways planned works (the Highways Planned Works Framework) the procurement for which will commence in or around July 2024. The current intention is that the Highways Planned Works Framework will be in place from late January 2025 and that it will run for a period of up to 4 years. This notice is intended to announce the commencement of a pre-market engagement exercise relating to the Council's procurement of the Highways Planned Works Framework which is more fully described below and in the Council's Pre-market Engagement Information Document (the PME Document), which can be secured by sending an email to hpwfenquiries@liverpool.gov.uk As is explained in the PME Document, the Council is inviting potentially interested parties to attend a supplier market engagement day on 5th June 2024, 9.30am - 12pm at Liverpool Town Hall (Small Ballroom). Noting that space is limited, please register your interest in attending as soon as possible by emailing hpwfenquiries@liverpool.gov.uk.

Lot Information

Projects with a value of up to PS1.5m

This notice marks the commencement of a pre-market engagement exercise with potential suppliers with expertise in successfully delivering similar works projects and to obtain feedback on the Council's proposed approach to procuring its Highways Planned Works Framework. The current expectation is that the formal procurement process will commence in or around July 2024. The Council has prepared a PME Document (which can be secured by sending an email to hpwfenquiries@liverpool.gov.uk). The PME Document provides greater detail on the proposed scope and the intended procurement process to put in place this Framework. The LCC Council Plan, 2023 - 27 sets out the Authority's vision to make Liverpool fairer, cleaner and stronger. This Framework is key to that vision and therefore represents an important opportunity to deliver significant social value, underpinned by Council Plan commitments. It is anticipated that the Framework will include both general civil engineering works and highway new works as follows. Within general civil engineering works, the Authority's scope is currently anticipated to cover: * highway and junction improvements; * Traffic signal installation and improvements; * drainage works; * Structural improvements and remedial works; and * Major re-surfacing and surface treatment works. The scope of the Framework is also anticipated to include highway new works such as: * Public transport infrastructure and provision; * Active travel schemes; * Public realm; * highways structures improvements; and * Highways and junction re-alignments and reconfiguration works. The current intention is that the Framework will be divided into two lots as follows: * Projects with a value of up to PS1.5m; and * Projects with a value greater than PS1.5m. The Authority currently intends to appoint up to 4 suppliers onto each lot and, at present, it is not anticipated that suppliers will be prevented from seeking to secure appointment to both lots but this matter will be considered further as part of this market engagement process. Annex 1 of the PME Document contains a number of questions on the proposed approach and structure of the Framework and prospective suppliers are asked to provide responses by no later than 14 May 2024, should they have views to share on those matters. Annex 2 of the PME Document contains an indicative list of capital schemes which are currently planned to commence in 2025/26. At this stage, it is anticipated that call-off contracts will be based on the NEC4 Engineering and Construction Contract (ECC). The Pre-market Engagement Information Document details the activities that will take place during the Pre-market Engagement exercise and which will consist of the following: * Responses to a number of questions about the proposed structure and approach to the Framework (14 May 2024); * supplier market engagement day on 5th June 2024, 9.30am - 12pm.
