Summary of the contracting process

Birmingham City Council has awarded contracts for support and advice services targeting multiple disadvantaged vulnerable adults under the Light Touch Regime (LTR) Design Procedure. The procurement process, initiated as an open tender, encompasses various lots aimed at different client groups including young people aged 16-24, adults aged 25 and above, victims of domestic abuse, and offenders. The services are categorised under the CPV code 85300000 for social work and related services. The contracts were signed on 5th November 2024 and include the Youth Hub, Young Persons Lead Worker, Community Based Advisors, Adults Lead Worker, Discharge to Assess services, Domestic Abuse Front Door Hub, andothers. The total contract value amounts to £94,500,000. Key suppliers include St Basils, Trident Reach the People Charity, YMCA Heart of England, Citizens Advice Mid Mercia, and Birmingham and Solihull Women's Aid, among others. The services will be delivered within the West Midlands region (UKG31).

This procurement offers significant business growth opportunities for service providers specialising in social work, mental health services, community health services, and emergency accommodation services, particularly those experienced in handling complex and vulnerable populations. SMEs and large organisations with expertise in these areas, such as those providing strength-based support, intensive case management, and emergency housing solutions, will find these contracts particularly suited to their capabilities. The focus on social value and quality criteria (75% combined) alongside price (25%) underscores the importance of proven service impact and cost-efficiency, making this tender an attractive avenue for both established and emerging service providers aiming to expand their reach and impact in the social care sector.
