Summary of the contracting process

The Wales Audit Office (WAO) and the Auditor General for Wales (AGW) are seeking legal advisory services under a framework agreement to support their statutory functions. This procurement process is in the Tender stage with a selective "Restricted procedure" method. The agreement will involve two suppliers, with call-offs prioritised to the Tier 1 Supplier initially. The procurement, valued at £210,000, pertains to the provision of services within the legal advisory category (CPV 79111000) and is intended to serve locations within Wales (UKL). Important dates include the end of the tender period on 17 June 2024 and the invitation to the second stage on 4 July 2024. The selection process requires participants to pass a pre-qualification questionnaire (PQQ) before being invited to tender.

This tender presents robust opportunities for legal firms to establish long-term relationships with significant public sector bodies in Wales. Businesses with expertise in audit law, public business law, and the capability to deliver legal advice and representation services will find this framework particularly viable. Small and medium-sized enterprises (SMEs) and consortia are encouraged to consider applying. The framework's structure, including potential extensions, provides an excellent chance for successful bidders to ensure steady business growth and continuity. Successful firms will benefit from the prestige of servicing the WAO and AGW, further enhancing their professional standing and marketability in the legal advisory sector.

Lot 1

The Wales Audit Office (WAO) and the Auditor General for Wales (AGW) require legal advice on a range of topics and issues relevant to their statutory functions. As such, the WAO wishes to procure and implement a Framework Agreement for the provision of external Legal Advice and Related Services, for both the WAO and the AGW. The advice required will typically relate to either the WAO's provision of services to the AGW or the AGW's statutory work. The Framework Agreement will consist of 2 Suppliers on a tiered basis. Both will be expected to provide Legal Advice and Related Services when required, but call-offs will always go to the Tier 1 Supplier in the first instance and then will be offered to the Tier 2 Supplier thereafter should the Tier 1 Supplier be unable to provide the services in that instance for whatever reason. The requirement, in terms of the main, broad areas of law on which the WAO and AGW may require advice are: - a) Audit - b) General Public Business These are not separate Lots and it should be noted that in practice matters often overlap. The successful Suppliers must therefore be able to provide all of the required services under both areas of law.

Renewal: Option to extend for a further 2 years at 1-year intervals at the sole discretion of the WAO (i.e. 3 years + 1 + 1).
