Summary of the contracting process

The Department for Infrastructure is planning a new procurement under the DfI Procurement Enhancement Programme for road asset management frameworks relating to carriageway resurfacing works in Northern Ireland. This programme aims to provide an efficient procurement route for managing road assets across Northern Ireland. It consists of eleven frameworks covering road asset management and improvement works that will be procured over a 4-year period. The first procurement opportunities are expected to be available from autumn 2024, starting with Surfacing Framework A. An online information session for interested suppliers is scheduled for 20 June 2024.

This tender from the Department for Infrastructure presents business opportunities particularly for suppliers in the surfacing, road maintenance, and related transport/civils works sectors. Businesses involved in surfacing, surface dressing, road structures, street lighting, small works, and road improvement projects would be well-suited to compete in this tender. The procurement process offers a phased approach, allowing for multiple opportunities for businesses to secure contracts through mini competitions within the framework structure. The 4-year ICC Measured Term Contracts provide stability and predictability for winning suppliers.

Notice Title

DfI Procurement Enhancement Programme : Road Asset Management Frameworks - Surfacing Framework Information Event

Notice Description

Following completion of the market consultation exercise held in Autumn 2022, the Northern Ireland Department for Infrastructure developed a new procurement strategy for roads construction, road maintenance activities and other related transport/civils works valued up to PS5 million which was published in March 2023. This new strategy, known as the Procurement Enhancement Programme, will be delivered through a series of Road Asset Management (RAM) Frameworks. The RAM Frameworks have been developed to provide an efficient and value for money procurement route for the Department for the management of road assets across Northern Ireland. The RAM programme will include eleven frameworks, covering all the road asset management & improvement works the Department undertakes regularly. These frameworks will be procured over a 4-year programme in ten separate procurement exercises. Frameworks will be limited to the following activities: surfacing; surface dressing; structures; road restraint systems; street lighting; small works; improvement projects; and road markings & surface treatments. Each NEC4 Framework will consist of a varying number of Lots representing a unique geographical works area. The scope of each Lot will be delivered using a 4-year ICC Measured Term Contract. Some frameworks will include further opportunities to bid through mini competition for one-off NEC4 ECC projects up to PS5m required in all areas covered by the framework. The programme is now being rolled out by the Department, with the first procurement opportunities available from autumn 2024, commencing with Surfacing Framework A. The Department will be hosting an online information session on 20 June 2024 for surfacing suppliers interested in tendering for the Surfacing Framework A.
