Summary of the contracting process

Northern Ireland Electricity Networks Limited has completed the procurement process for the "Programme & Project Services Resource Augmentation" framework, under the selective procurement method. This framework focuses on IT services such as consulting and software development, and covers areas including programme management, business change, and quality assurance. The procurement consists of multiple lots, each awarded to a panel of five organisations. The framework agreements are for a period of three years, with options to extend up to seven years in total. The contracts were signed in August 2025, with a total value of £29,000,000, aimed at supporting the RP7 Digital, IT & Data programme across the UK, specifically in Northern Ireland.

This tender offers substantial business growth opportunities for companies in the IT services sector, especially those specialised in programme management, business change, and quality assurance. The framework's long-term potential duration up to seven years encourages stable partnerships and continuous involvement in high-value projects. Suitable businesses include both SMEs and large companies, as evidenced by the diverse range of suppliers awarded, such as Hays Specialist Recruitment Ltd and Ernst & Young LLP. The negotiated procedure with prior call for competition ensures that only economic operators who meet specific suitability criteria are appointed, favouring firms with established capabilities in the associated disciplines.
