Summary of the contracting process

The Defence Equipment and Support (DE&S) is planning a competitive procurement process for a contract titled "Application Development and Support" in the industry category of software development for military applications. The estimated contract value is £12 million over a 7-year period, with the potential commencement in January 2026. DE&S is seeking industry feedback and engagement to inform the procurement process, with a Contract Notice and Supplier Selection expected in October 2024. Suppliers will be required to provide software support and development for an application store, multiple Android apps, and integration of commercial off-the-shelf applications, with a focus on UK defence operations.

This tender presents significant business growth opportunities for companies specialising in software development, particularly for military applications. Businesses with expertise in developing bespoke applications, integrating COTS solutions, and providing ongoing support services will be well-suited to compete. As the procurement process progresses through planning stages towards contract award, interested suppliers are encouraged to engage with DE&S to provide input on suitable delivery mechanisms, cost estimates, and other key considerations to shape the final contract requirements and ensure the sustainment of UK defence operations.

This may include tasks such as the development and delivery of additional applications, procurement of hardware for the purpose of testing and maintaining software licences. The classification of application development is up to and including OFFICIAL-SENSITIVE. However, some apps may require libraries up to an including SECRET UK EYES ONLY meaning that the supplier will be required to hold Facility Security Clearance. 2. Procurement Timescales & Contract Value. The estimated value range of the Contract is PS12M over a 7-year period with potential contract commencing January 2026. 3.
