Summary of the contracting process

Staffordshire County Council has initiated an open procedure for a Framework Agreement titled "Provision of Service and Maintenance of Passenger Lifts" under the CPV classification 50750000 (Lift-maintenance services). The procurement is intended to service and maintain various lifts in approximately 108 properties primarily in Staffordshire, with some properties in Cheshire, Lancashire, Derbyshire, Greater Manchester, and the West Midlands. This includes a diverse array of building types such as educational institutions and civic buildings. The procurement process, which went through multiple stages including updates and cancellations, involved an open tender process and aimed to award a single supplier framework with an initial contract period from 1 October 2024 to 30 September 2028, potentially extendable by an additional two years. Key dates have included a tender submission deadline on 17 July 2024 and an award date beginning 15 July 2024.

This tender offers significant growth opportunities for businesses specialising in lift maintenance services. Companies with the requisite third-party accreditations, particularly those adept at providing 24/7 responsive maintenance services, would be well-suited to submit proposals. The framework presents an opportunity to secure a long-term relationship with a regional or local authority, which requires a comprehensive service ensuring the safety and efficiency of the lifts under statutory health and safety regulations. Businesses capable of demonstrating high quality and competitive pricing, alongside the ability to service a variety of lift types across numerous locations, stand to benefit from such opportunities, provided through an open and transparent tendering process.
