Summary of the contracting process

The procurement process for the "Legal Services Framework," led by Surrey County Council in collaboration with several other regional authorities including Brighton & Hove City Council and East Sussex County Council, is currently in the award stage. This public procurement is designed to provide legal services in various areas such as Adult Social Care, Pensions, SEN Tribunals & Education, and more. The overall framework term is set for three years with an optional one-year extension, totalling four years. The value of the procurement is set at £40,000,000 and encompasses the UKJ2 region. The process employed an open procurement method, ensuring broad participation and adherence to the regulations under CELEX 32014L0024. Contracts were signed on 21st November 2025, following the completion of the tender evaluation process held on 13th January 2025.

This framework presents substantial opportunities for legal firms seeking to expand into the public sector. It allows for growth in various specialised legal services categories, presenting openings for both large-scale firms and small to medium-sized enterprises (SMEs), particularly those experienced in providing counsel and advocacy in specific legal domains such as information law, local government law, and construction law. The open procedure maximises inclusivity, encouraging significant competition. With multiple lots available, legal firms can tailor their bids to their strengths, facilitating potential business growth across diverse legal service areas within the participating councils' jurisdictions.
