Summary of the contracting process

The City of Edinburgh Council is conducting a procurement process for the "CT1367 - Heat Network Feasibility Studies Framework Agreement" in the services category. The process aims to develop a framework with consultants to assess the feasibility of heat networks in 17 zones in Edinburgh. The procurement uses a restricted procedure method, where up to five candidates will be selected to conduct 12 to 15 detailed studies over an indicative period. The process is currently in the tender stage, with an end date for submissions set for 5th August 2024. The agreement is valued at £600,000 and offers a possible extension of up to 24 months. Electronic submissions are required, and the tender specifies that all communications and submissions should be in English.

This tender represents a growth opportunity particularly for businesses specialising in feasibility studies, consultancy services, and the energy sector, such as district heating and renewable energy solutions. Professional service providers with experience in conducting thorough feasibility assessments, particularly those with a history of successful heat network projects, are well-suited to compete for this contract. Bidders are expected to demonstrate economic, financial, and technical capacity, including evidence of past experience and appropriate insurance coverage. SMEs could find this framework beneficial due to the selective nature of the process, which promotes the engagement of technically competent and financially stable organisations.

Notice Title

CT1367 - Heat Network Feasibility Studies Framework Agreement

Notice Description

The City of Edinburgh Council is looking to develop a Framework Agreement consisting of heat network feasibility study consultants.

Lot Information

Lot 1

The City of Edinburgh Council is looking to develop a Framework Agreement consisting of heat network feasibility study consultants. The Council have identified 17 prospective heat network zones in Edinburgh. To support the development of heat networks in multiple zones, we wish to commission feasibility studies providing more detailed information on the opportunity in each zone. The core purpose and focus of the studies is to assess whether a potential heat network project is technically feasible and economically viable. The studies produced are not expected to consider the commercial model to be used to deliver the heat network, or to deliver an outline business case. It is envisioned that the areas subject to feasibility studies would generally be aligned to zone boundaries, however in some cases the Council may specify a study area covering more than one zone, or alternatively part of a zone. As such, we envisage that there will be up to 12 to 15 studies undertaken over the full Framework Agreement period, however this should be treated as indicative only.

Renewal: The Council wishes to hold the option to extend for up to 24 months, undertaken at the sole discretion of the Council.
