Summary of the contracting process

Network Rail Infrastructure Ltd is currently overseeing the completion of the W&W CP7 Contract Management Services Framework, offering project management consultancy services in the Wales & Western region. There are two distinct lots within this framework: Lot 1 covers multi-discipline portfolio services involving commercial and project management, planning, programme control, and risk management, while Lot 2 offers specialist services focused on commercial transactions, claims management, forensic investigation, and auditing. The procurement process has reached the award stage, with organisations like AtkinsRealis PPS Limited and Ottimo Ltd designated as suppliers on Lot 1 and Lot 2 respectively. The framework, valued at £20,000,000 with contracts signed as recently as March 2026, commenced with a negotiated procedure, ensuring a selective and competitive process in line with the Utilities Contracts Regulations 2016.

This tender presents substantial growth opportunities for businesses in construction project management and consultancy services, especially small to medium-sized enterprises (SMEs) being preferred for Lot 2. Organisations with expertise in multi-discipline commercial management, project controls, planning services, or forensic auditing could benefit significantly. With the option to extend up to two years, the framework offers long-term engagement potential, allowing businesses to foster robust professional relationships within the railway service sector. This is an excellent occasion for companies with capabilities in delivering quality technical resources, ensuring sustainability, and demonstrating social value in their projects. The framework's selective procurement method suggests that the competition is rigorous, thus well-suited for companies with proven competencies in these areas.
