Summary of the contracting process

The latest procurement process initiated by Powys County Council involves re-opening the framework agreement for Early Years Pre School Education Provision, specifically for Lot 12 in Newtown. This tender, classified under primary education services, involves a substantial engagement with qualified organisations serving in the education sector within Powys, UK. The process is in the tender stage as of April 2026, with submissions open until the 17th of June 2026. The open procedure method is utilised, allowing for electronic submissions via the eTenderwales portal. Powys County Council anticipates awarding contracts beginning September 2025, extending the agreement for four years with an option for a further extension, aligning with public contract regulations and ensuring transparency and equal treatment. The Council might reopen the framework to meet future demands.

This tender, valued at £9,134,500, represents a significant opportunity for businesses within the education sector, particularly those in early years education and child daycare services. Companies skilled in pre-school education, child welfare services, and associated health and social work services are well-positioned to benefit from this procurement. With the framework offering flexibility under the light touch regime, suppliers have the chance to secure up to 10 hours of funded educational engagement per week during term time for each child aged 3 to 4 years. This opportunity is suitable for consortia, allowing businesses to expand their scope across multiple lots without guaranteeing competitive advantage over single bids. Businesses particularly situated in Newtown or nearby regions defined by UKL24 can leverage local expertise to fulfil community educational needs.
