Summary of the contracting process

Scottish Water is planning a tender process for the "West Central Bio-Resource" project, involving the construction of a new bioresource processing facility in the central belt of Scotland. The project aims to process 85,000 tonnes per annum and produce a class A bioresource product for recycling to agricultural land. The procurement stage is currently at the planning phase, with a scheduled construction site start date in April 2027. The estimated value of the project is between £185-285 million GBP.

This tender opportunity by Scottish Water presents a chance for contractors experienced in delivering and commissioning AAD plants to participate in a significant construction project. Suitable businesses would need to have the financial capacity to support the anticipated contract value and be proficient in Integrated Design then Build delivery models. The procurement process will involve a two-stage tendering model under the Utilities Contracts (Scotland) Regulations 2016, providing potential for growth and collaboration for businesses in the construction and bioresource industries.

Notice Title

West Central Bio-Resource

Notice Description

In accordance with its bioresource strategy, Scottish Water (SW) is developing a project to create a new major bioresource processing facility (utilising thermal hydrolysis Advanced Anaerobic Digestion (AAD) technology - Cambi) to process circa 85,000 tonnes dry solids (tds) Per Annum at a location in the central belt of Scotland. The new asset will produce a class A bioresource product suitable for recycling to agricultural land, maximise energy recovery and reduce the energy usage, carbon footprint and operating costs of bioresource treatment. SW is currently working on the design for this project with framework consultants and engaging with the AAD technology provider Cambi to assist in the design. SW is seeking to appoint Contractors with experience of delivering and commissioning AAD plants. The planned construction site start date is April 2027. The estimated value is in the range of PS185,000,000 to PS285,000,000 GBP (based on 2024 prices). Determining the most cost-effective design is a key aspect of the project. Scottish Water will consider Consortium, Joint Venture and other arrangements, in relation to this opportunity.
