        "description": "We are seeking a supplier to establish and run an independent Implementation Unit for the Good Landlord Charter on a three-year contract. The purpose of the charter is to support landlords to voluntarily raise renting standards across GM by meeting specific member criteria, and to raise expectations of what renting can be like. Our expectation is that the charter will continue to run beyond the end of the contract, and that the contract may be renewed subject to performance and appropriate processes. The implementation unit will be operationally independent from the GMCA or any Greater Manchester local authority, creating a new respected voice working to improve renting in Greater Manchester. It will be overseen by a governing board chaired by GMCA, but made up of landlords, tenants, and other stakeholders.",
