                    "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: DVLA, considers that: the award of the contract without prior publication of a contract notice is permitted by Regulation 32(2)(b)(ii) of the Public Contract Regulations 2015; the current provider has been identified as the only suitable provider that can continue to meet the needs of DVLA within the scope of its current requirement whilst the new procurement process for the requirement in an improved form is progressing. DVLA has extended the current contract. DVLA published a VEAT notice (reference number - 2024/S 000-020383) to notify the market of this extension and waited at least 10 days beginning with the day after the publication date of the VEAT Notice before awarding the extension. Continued customer interest is vital to the requirement so, to secure continuity while a new procurement is carried out, it is deemed appropriate that the current supplier continues to provide the service."
