The implications of the devolution of power (as set out in the English Devolution White Paper published on 16 December 2024) for each of the Councils involved in the Procurement are currently unclear and it is necessary to consider the delivery of these services in light of this development. It would be pertinent for the Councils to take the opportunity to consider the tender and contract requirements to ensure that the service meets the Councils' needs whilst also being affordable and obtaining value for money. The Councils are currently considering the position in respect of delivery of the services and will notify the market of their intentions in due course.",
