Summary of the contracting process

The North of England NHS Commercial Procurement Collaborative (NOE CPC), in collaboration with the NHS London Procurement Partnership (NHS LPP), has initiated a tender process to establish a new framework agreement for legal services. The framework targets a broad range of legal services, including NHS governance, public law, healthcare law, employment law, and more. It is available to NHS and other public sector organisations throughout the UK, including the Crown Dependencies, with an anticipated contract value of GBP 200 million. The procurement process follows the open procedure method under the GPA, with a tender closing date of 27 September 2024. Key procurement milestones began on 22 August 2024, with a bid opening on the same day.

This tender presents significant growth opportunities for businesses, notably those specialising in diverse legal services tailored to public sector needs. The involvement of numerous public and health sector authorities as potential users of the framework suggests robust demand for capable legal partners. Large law firms, especially those with expertise in public sector legalities, and SME law firms with distinctive specialisms, such as healthcare or public law, may find substantial business development prospects through this framework. The broad scope and high contract value underscore the potential for competitive market positioning and long-term client relationships for successful legal service providers.
