Summary of the contracting process

The Isle of Wight Council has concluded a procurement process for a back-office system compatible with Flowbird Parking Machines. The procurement falls under the "Software package and information systems" industry category and covers the UKJ34 region. This limited procurement method was negotiated without the publication of a contract notice due to the absence of competition for technical reasons. The contract, worth approximately £350,944.24, was awarded to Flowbird Smart City UK Limited, and is set to be active until 31 March 2028, with a review anticipated before this date. The process was initiated on 6 September 2024 and includes a standstill period that ends on 16 September 2024.

This tender presents significant opportunities for businesses specialising in system integrations and software solutions, particularly those focused on public infrastructure and transportation systems. Companies capable of offering compatible and specialised IT services and products could potentially benefit from engaging in similar public procurement contracts. Given the reliance on specific technical integrations, businesses with niche expertise in the integration of parking systems like this procurement are particularly well-suited to compete in comparable tenders.

Notice Description

Back office system that integrates with Flowbird Parking Machines

Lot Information

Lot 1

The back office system will be required for the life of the parking machines which is anticipated to be up to 31 March 2028. This is a sole source of supply due to compatibility with Flowbird Parking Machines. A previous VEAT was issued from 2020 - 2024 (2020/S 043-102833). The value set under the initial VEAT has been reached. The purpose of this VEAT notice is to show expected value for the next 4 years up until 31 March 2028. It is anticipated that a review of the Council's ticket machine requirements will take place well in advance of 31 March 2028.

Procurement Information

Flowbird Parking Machines that the Council purchased require the Smartfolio back office system as this is the only system that integrates with the Flowbird machines and therefore they are the only provider able to meet this requirement. For as long as the parking machines are in use we will require access to this system which is why the end date is 31/03/2028 as it is anticipated that the Council will have a different approach/situation before this date and it is expected that a review of the Council's ticket machine requirements will take place well in advance of 31/03/2028. The standstill period will start 06/09/2024 and will finished at midnight on 16/09/2024.
