Summary of the contracting process

The West Midlands Combined Authority (WMCA) is in the planning stage of a procurement process titled "West Midlands LEVI Capital Fund," focusing on the electric vehicle infrastructure industry. Scheduled for a Market Engagement Exercise on 24th September 2024, the event will be held online via Microsoft Teams. This engagement aims to inform potential providers about procurement routes and programme details. The procurement involves various electrical installation works, predominantly in the UKG region, with an estimated value of £14.6 million. The procurement includes lots such as standalone chargers, streetlight integrated chargers, and high-powered charging equipment, among others. Concession contracts will be utilised to partner with Charge Point Operators (CPOs) or equivalent parties to deliver and manage a network of electric vehicle charging spaces.

This tender presents significant growth opportunities for businesses specialising in electric vehicle infrastructure, electrical equipment, and related services. Companies with expertise in providing and managing EV charging solutions will find this tender particularly beneficial. Businesses capable of supplying innovative charging technologies, such as streetlight integrated and high-powered charging units, are well-suited to compete. The procurement process is designed to encourage honest and open market engagement, providing a level playing field for all interested parties. Participation in the initial market engagement will not affect the evaluation of future opportunities, making it an excellent chance to showcase capabilities and align with the WMCA's sustainable mobility goals.

Notice Title

West Midlands LEVI Capital Fund

Notice Description

The UK Government's Local Electric Vehicle Infrastructure (LEVI) fund supports local authorities in England to work with the chargepoint industry, to improve the roll out and commercialisation of local charging infrastructure. These public chargepoints will help residents who don't have access to off-street parking and need to charge their electric vehicles (EVs). The LEVI Capital fund aims to: - deliver a step-change in the deployment of local, primarily low power, on-street charging infrastructure across England - accelerate the commercialisation of, and investment in, the local charging infrastructure sector WMCA on behalf of Transport for West Midlands (TfWM) and the 7 constituent LA areas of the West Midlands are seeking providers of Electric Vehicle Infrastructure (EVI) to deliver and manage a range of EVI solutions that will support its residents without the ability to charge off-street at home from their own residential electricity supply. The Authorities intend to enter into Concession Contracts with Charge Point Operators (CPOs) or other parties that will fund and deliver the required services, namely a network of publicly accessible electric vehicle charging spaces that meet the needs of local residents and demonstrably support the WMCA's and constituent LAs' EVI strategies, in-line with the requirements of the LEVI funding.

Lot Information

Standalone Above Ground Asset (SAGA)

E.g., Bollard / Pedestal / Wall Mounted charger, which is visible whilst not in use. AC Charging between 5kW and 25kW.

Streetlight Integrated Chargers (SLIC)

AC Charging between 5kW and 25kW.

Minimum Impact Charging Equipment (MICE)

Charging equipment which does not protrude more than 2.5cm above ground level when not in use or is otherwise integrated into other street furniture or civil engineering structures, such that its presence does not present an additional visual or physical obstacle to highway users (including pedestrians) when not in use. Includes both inductive charging and ordinarily concealed conductive charging. AC Charging between 5kW and 25kW and DC Charging with a power output of not less than 25kW.

Higher Powered Charging (HPC)

Equipment with a DC power output of not less than 25kW.

Passive Private Cable Management (PPCM)

Solutions with associated residential power supply connected AC charging equipment, which enable vehicles to be safely connected to a residential electricity supply whilst parked on-street or in a publicly owned communal / shared parking area. The event will also be used to provide interested parties with more detail on the programme and to answer any questions that the market may bring. The Market Engagement Event will be held via Microsoft Teams on Wednesday 24th September 2024 from 10:00 - 12:00. If you are interested in attending this event, please register your interest by email to william.pemberton@wmca.org.uk. Once interest has been registered, WMCA will issue interested organisations with further detail on the planned procurement and a pre-market questionnaire. The questionnaire will be used to support the market engagement and to get the honest views and thoughts of the market on their most preferable and viable route to market and contract setup. No questions will be scored and there will be no word limits for your responses. Responses will not impact participation in or evaluation of any future opportunity, therefore we encourage organisations to be honest and open.",
