Summary of the contracting process

The NHS Blood and Transplant (NHSBT) has awarded a contract to Savant Ltd. for the support, maintenance, and development of the PULSE software, a critical national infrastructure component supporting blood, tissue, and eye donation processes. The contract, valued at £36,938,535, spans 84 months and is set to commence on 30 April 2025. This procurement falls under the services category, specifically IT services such as consulting, software development, Internet, and support, classified under CPV code 72000000. The procurement stage is complete, with the award confirmed on 11 September 2024. This procedure was conducted using a negotiated process without prior publication due to technical reasons, ensuring compliance with Regulation 32 of the Public Contracts Regulations 2015.

This tender offers significant business growth opportunities, particularly for companies specialising in IT services related to software development, support, and maintenance. Businesses with robust technical expertise, particularly those familiar with bespoke software for critical infrastructure, will find this tender highly suitable. Companies involved in healthcare IT solutions or those with a track record of managing similar high-stakes, mission-critical systems stand to benefit greatly. The unique technical requirements and reliance on specific know-how indicate that businesses with niche expertise and established relationships within the healthcare sector could leverage this contract to expand their service offerings and strengthen market positioning within the NHS and broader public sector.
