Summary of the contracting process

The procurement process for the Lower Thames Crossing - Kent Roads project, initiated by National Highways, falls under the "works" category within the construction industry. This competitive procedure uses negotiation to select the contractor. Located in regions including UKH, UKH32, and UKJ, the project aims to connect the A2/M2 corridor to 1km south of the two tunnels' southern portal, effectively easing traffic congestion from the Dartford Crossing and its approaches. Awarded to Skanska Construction UK Limited, the £434,726,742 contract was signed on 31st January 2024, with the procurement process deemed complete on 15th September 2024.

This tender provides significant business growth opportunities, particularly for large-scale construction companies with expertise in road design and build contracts. The selection criteria placed a strong emphasis on quality (70%) over price (30%), indicating that companies with proven high standards in similar projects stand a solid chance. Moreover, businesses proficient in negotiating complex projects and meeting rigorous performance and operational standards will find this tender particularly suitable. Given the strategic importance and extensive scope of the project, it is likely to facilitate long-term partnerships and considerable revenue potential for the successful contractor.

Notice Description

National Highways is the government company charged with operating, maintaining and improving England's strategic road networks. The Lower Thames Crossing (LTC) is a proposed new road connecting Kent, Thurrock and Essex through tunnels underneath the River Thames. The Programme will relieve the congested Dartford Crossing and approach roads and improve their performance by providing sufficient north-south road capacity. On the south side of the River Thames, the new road will link the tunnel to the A2 and M2 in Kent. On the north side, it will link to the A13 and junction 29 of the M25 in the London Borough of Havering. There are Three Main Works contracts in this Programme. This procurement is for the Kent Roads Contract only, which will interface with the other two Main Works contracts.
