Summary of the contracting process

The City of Edinburgh Council initiated a procurement process for the "Former Castlebrae High School Residential Scheme," focusing on urban development construction work in Edinburgh, UKM75. This extensive project, classified under the works category, involves developing a residential-led scheme on a 4.36-hectare site with an emphasis on sustainability and energy efficiency to achieve net zero carbon by 2030. The procurement method was a selective competitive procedure with negotiation. Despite reaching the tender stage, with a contract value estimated at £81.2 million, the process ultimately resulted in a cancelled status as of 1st May 2026, following several updates and extensions in 2025.

This procurement presented significant opportunities for businesses in the construction and urban development sectors, particularly those specializing in large-scale residential projects and sustainability initiatives. Businesses with expertise in constructing affordable and private sale units could have benefited from participating. The project required a development partner capable of engaging in a two-stage appointment process, focusing on quality and competitive pricing, with a strong focus on community benefits and economic contributions such as job creation, training, and local engagement, enhancing business growth potential in the region.
