This notice covers the migration from our existing ERP and HR/Payroll system to a new all-encompassing solution designed for Police Forces. Northumbria Police currently use the Unit4 Enterprise Resource Planning system (ERP) system for management of financial, HR and payroll processing. The application is essential IT infrastructure as it provides accounting functionality which enables budget allocation and management across the whole Force. Unit4 also provides support and maintenance under this contract. Whilst Unit4 had intended for all customers to move to their cloud-hosted solution. A special package for police forces was developed that allowed hosting to remain on-premises to be able to guarantee the security required by the UK Police Forces. To do this they have had to change the structure of their packages.
Procurement Information
The award is lawful in accordance with regulation 32(2)(b)(ii) because the competition is absent for technical reasons. Northumbria Police has used the Unit4 application since the finance team was moved in-house. The system is an essential part of the force's infrastructure and any down time or system failure would have a detrimental effect on the running of the Force. The Supplier does not use third parties to provide support & maintenance, therefore competition is absent.
