Summary of the contracting process

Cartrefi Conwy Cyfyngedig has initiated a legal services framework agreement spanning 48 months. The procurement process, aimed at securing a framework for Cartrefi Conwy and its subsidiaries, covers a wide array of legal services within the industry category of legal services (CPV code 79100000). This tender is specifically targeted at services in locations across North and Central Wales, including Flintshire and Wrexham, Gwynedd, Isle of Anglesey, Conwy, and Denbighshire. The procurement method followed is an open procedure, under a light-touch regime according to the Public Contracts Regulations 2015, with key deadlines extended to 15 November 2024 for submissions. Cartrefi Conwy Cyfyngedig has been active, with contracts made effective from 11 March 2025, encompassing several legal service categories such as Corporate and Funding, HR and Employment, Housing Management, as well as Property, Land, and Development.

This tender presents substantial opportunities for businesses specializing in legal services to access a significant market concentrated within the public sector in Wales. The framework, structured to support Cartrefi Conwy and associated authorities, is particularly conducive to firms experienced in sectors such as corporate law, HR management, housing law, and property development. Both large firms and SMEs could be well-positioned to compete, as demonstrated by a diverse range of suppliers, including DARWIN GRAY LLP and BLAKE MORGAN LLP, already involved in active contracts. Participation enables entities to engage with a broad client base while contributing to local economic and social objectives through community benefits embedded in the contract performance conditions. The open procurement process ensures an equitable opportunity for suppliers to propose their services, setting the stage for business growth through competitive engagement.
