Summary of the contracting process

Following our first round of supplier engagement in August the preparation for going to market to replace the current contract for the Global Supply Chains Intelligence Programme (GSCIP) Knowledge Graph is well advanced. This notice is to invite interested suppliers to a second and final stage of pre-tender engagement which will be delivered via a webinar. The aim of the webinar is to socialise key elements of the specification and Contract so that suppliers can make informed decisions as to whether they can deliver the full set of requirements.

The GSCIP project is led by DBT and currently supported by six government organisations. It combines HMG, private sector and open-source data to build detailed global supply chain maps at both commodity and company level using a knowledge graph, and graph data analysis and visualisation tools. The first phase of supplier engagement provided valuable insights into market capability to deliver a 'No Code' web application XL graph-style database. This enabled us to develop a comprehensive specification of requirements with the intention of delivering not only current needs, but also giving consideration to potential future innovations. Before finalising the specification of requirements, DBT shall host a webinar to discuss in detail certain elements that will be critical to the GSCIP project in delivering its objectives and priorities from April 2025 onwards. The aim is to ensure that in advance of the tender, there is clarity for potential bidders to understand what GSCIP will be requiring. The key elements we plan to cover are: * The Base Dataset content * Third-party Dataset ingestion and fusion * AI / LLM usage * Derivative sharing * Licencing * Datan and Security assurance process The webinar will take place on 29th October 2024 at 11:00 GMT. To request a place, please contact commercialbpo@businessandtrade.gov.uk providing contact details of who will be joining from your company. Suppliers will have opportunity to ask questions and provide feedback on what is presented. Whilst no supplier will be expected to reveal any commercially sensitive information during the discussion, due to the tight timescale DBT is not able to guarantee that follow up meetings with individual suppliers can be arranged. It is anticipated that the tender will launch in the week(s) following the webinar with the contract being awarded at the beginning of January 2025. The service delivery will commence in April 2025. It is extremely important to note that as indicated in the first PIN (Notice Number 2024/S 000-024520), we will be using the Crown Commercial Service (CCS) Spark DPS RM6094 to carry out the tender. Therefore, ONLY suppliers who are registered on the Spark DPS will be able to participate in the tender. Please note DBT shall not be able to delay timelines to accommodate suppliers that are not onboarded to SPARK in full prior to the tender launch. Additional information: It is the responsibility of interested suppliers to ensure their company is registered on the SPARK DPS. Details can be found at www.crowncommercial.gov.uk/agreements/RM6094 Please note that any queries relating to registering on the Spark DPS should be directed to CCS as DBT does not have any control over the process or requirements.
